I will be generous and say the circles should have a 4 ft diameter. Now you add two ordinances, To prosteletize your views via speech, as is your right, you must rent one of these posts (a variation of a parade permit). If you exit the perimeter of the circle to attempt to engage an audience, you can be ticketed just like a traffic violation scaled for the number of people directly acosted and the number of violations on your record. Anyone entering the circle is assumed to be interested in dialog or debate.
